Advance Traffic Signal System in Future

Yesterday, on surfing over internet, I came to know that several engineers from various country (I don’t know which country basically) opting some Advance Traffic Signal System to control the ratio of Accident, mainly occurs at cross. I tried to gather more information on that system, but I can’t, what I get is just the animated pic of the system which roughly describes the technology.
It is some what the technology related to laser radiations, which grab the attention of drivers over the traffic light signal and make them more aware by displaying laser projection over road as barrier.
